【サンシュユの葉の裏に斑点が】

２年前サンシュユの苗を植えましたが、葉の裏に茶色の斑点のようなものがつきました。花は咲きます。新芽の時はきれいです。そのあとつきます。枯れませんが気持ちが悪い。オルトラン（水）、ダコニール１０００、サプロールを混合し、一週間毎に散布していますが取れません。
虫ですか。病気ですか。どうしたらいいでしょうか。
